يتضمن الظرف المختوم الاوراق الثبوتية التالية:

  • جدول الكميات وفق الاسعار المحددة من المتعهد بالدولار الأمريكي واي خطأ حسابي يعتبر المتعهد مسؤولا عنه، على أن يكون ممهوراً بختم المتعهد أو الشركة.
  • تحديد مواصفات بعض المواد في حال وجود أكثر من نوع أو مادة.
  • نبذة عن عمل المتعهد.
  • الأوراق الثبوتية اللازمة (صورة هوية – سجل تجاري أن وجد أو رخصة مزاولة مهنة متعهد من مجلس محافظة القنيطرة – شهادة خبرة لأعمال سابقة).
  • اشعار مالي بدفع مبلغ (1000) دولار امريكي كتامين أولى للعرض المقدم وذلك عند استلام دفتر الشروط الفنية وجداول الكميات.
  • الدفعات المالية للمتعهد ستكون على ثلاث مراحل وهي:

عند إتمام 50% من الأعمال المشروع يتم دفع 40% من قيمة العرض.

عند إتمام 75% من الأعمال المشروع يتم دفع 30% من قيمة العرض.

بعد إصدار محضر الاستلام النهائي يتم دفع 30% من قيمة العرض.

  • على العارض المقبول المباشرة بالأعمال فوراً من تاريخ توقيع العقد وفي حال الانسحاب أو التأخر بالمباشرة يتم إحالة الأعمال للعرض التالي ويخسر المتعهد التأمينات المدفوعة.
  • مدة تنفيذ الأعمال (27) يوم من تاريخ توقيع العقد.
  • يخضع المتعهد لغرامة تأخير (5) بالألف عن كل يوم تأخير.

Report of attacks on hospital in Eastern Ghouta 3-10-2018

Saturday 10-Mar-2018 in Eastern Ghouta, from 6 am local time to 7 pm SyAF and RuAF targeted around Alshamy Hospital (MO-Harasta) by bombing and shelling it.

Between 7 pm – 8 pm in the same day, SyAF and RuAF targeted Alshamy hospital directly by five missiles attack.

As a result, it is now out of service, and all parts of this hospital were also destroyed.

One of medical staff also was injured as a result of this attack.

Some of medical equipment are now out of service after it was destroyed and some of it are in a good state.

this centre is providing health services for more 23,000 residents and 5,270 IDPs in Harasta C2342 in besieged Eastern Ghouta in rural Damascus.

This attack comes after one week from target this area and we reported for two medical staff were killed in hospitals. @Alseeraj.Syria is active in 6 hospitals and health centres, and providing support to another 7 hospitals or health centres in two governorates, Rural Damascus and Alhasakah.

More than 401 staff are currently working in Syria, including 16 international staff.

Those attacks in all of Eastern Ghouta have occurred in areas designated under the de-escalation zone, this recent escalation indicates a renewal of the blatant strategy of targeting health facilities in besieged areas.

” Alseeraj ” strongly condemns the escalating violence against healthcare centers in @Syria , which flagrantly violate international humanitarian law, and the de-escalation agreements.

@alseeraj.syria appeals to the UN Security Council to issue a resolution to protect humanitarian workers in Syria.

SyAF and SuAF Airstrike kills Alseeraj medical staff in Syria

An air strikes on a neighborhood in the Syrian city of Kafr Batna in Eastern Ghouta have killed in different locations two employees of Alseeraj organization, including one doctor.

The attack came during an aid convoy was entered to Eastern Ghouta.

Twenty-two people were killed in that attack by bombing neighborhoods in Kafr Batna in Eastern Ghouta.

This is the nine attack against humanitarian workers in less than one month.

@Alseeraj.Syria is active in 6 hospitals and health centers, and providing support to another 7 hospitals or health centres in two governorates, Rural Damascus and Alhasakah.

More than 401 staff are currently working in Syria, including 16 international staff.

This is not the first attack in this week, other humanitarian workers and medical staff were else targeted by airstrikes in the different towns in Eastern Ghouta, the airstrikes targeted an emergency centers, hospitals and PHC.

Those attacks in all of Eastern Ghouta have occurred in areas designated under the de-escalation zone, this recent escalation indicates a renewal of the blatant strategy of targeting health facilities in besieged areas.

Syrian government removes trauma kits, surgical items from Ghouta convoy

Syrian government officials in Military checkpoints removed trauma kits, surgical supplies and all medicines items from trucks before it enters Eastern Ghouta and this convoy that are part of an inter-agency convoy heading into the besieged Syrian enclave of eastern Ghouta.

All trauma (kits), surgical, dialysis sessions and insulin were rejected by Military checkpoints.

“All trauma (kits), surgical, dialysis sessions and insulin were rejected by security,” a WHO official said by email, adding that some 70 percent of the supplies loaded on its trucks leaving its warehouses had been removed during the inspection.

The United Nations said on Sunday that it had received approval for the convoy to the government-besieged area of 400,000 near Damascus, but before it will enter Eastern Ghouta today in 5-March-2018, all medical supplies in trucks were removed by Syrian government officials in Military checkpoints.

This accident in eastern Ghouta have occurred in areas designated under the de-escalation zone, this recent escalation indicates a renewal of the blatant strategy of absent entering humanitarian aids to besieged areas.
This incident comes as a continuation of the increased targeting of health facilities and medical assistance and the lack of equipment for the treatment of civilians, so between Nov. 2017 and Feb. 2018 in Eastern Ghouta, out of 26 reported attacks affecting health care, 9 were considered verified. More than half of the verified attacks were on health care facilities providing trauma care.

Hundreds of thousands of Syrian civilians are at risk due to SYAF and RUAF continue bombing neighborhoods in all areas of Eastern Ghouta, also despite ongoing violence, bombing and shelling that are endangering the lives of civilians.

Monitoring Reports inside Ghouta say that the regime is starting a major ground offensive to retake the Eastern Ghouta and shelling more than 400,000 people, which has been under siege since 2013.
A large proportion of the attacks were through aerial bombardment. A total of 780 (39 were killed today) people were killed during this period, and 4000 civilians were wounded, based on verified incidents.

Health facilities should be spared from attacks or violence during war in Syria

Under international humanitarian law, health facilities are neutral grounds during war and conflict and should be spared from attacks or violence. But since the beginning of the conflict in Syria, health care facilities have suffered bombardments and attacks, injuring and killing patients and health care workers.

Between Nov. 2017 and Feb. 2018 in Eastern Ghouta, out of 26 reported attacks affecting health care, 9 were considered verified. More than half of the verified attacks were on health care facilities providing trauma care.

Prices of materials in besieged Eastern Ghouta according to Syria Relief

Eastern Ghouta have recently witnessed a military escalation represented by aerial, artillery and missile bombardment targeting all the eastern regions and towns of Ghouta, leaving hundreds of dead and wounded civilians between men, women and children, and massive destruction of residential buildings and properties.

 The military escalation coincided with the cessation of the entry of foodstuffs into Eastern Ghouta that used to be carried on by the contractor (Al-Manfosh). As a matter of fact having his contract expired with the regime, encouraged the local traders to monopolize the foodstuffs and start raising prices in the market, so that every day prices increase more than before.

The hospitals and medical committees at the field level sent a distress call to the international community to provide the relief of medical work and to push on for releasing the siege and allow the urgent medical assistance to be brought into the currently besieged areas, as the suffocating siege and massacres that took place in Ghouta led to the depletion of most of the emergency medical drugs needed to serve the trapped population.

In the past two days, the Eastern Ghouta witnessed a slight easing of the shelling and eventually an aid convoy carrying approximately 1,500 food parcels was able to pass in and enter to the Nashabiya area in Marj.

In addition to what have been discussed above, the regime and it’ Media try to promote and inform the public that a military campaign will be launched on the Eastern Ghouta and that they are importing significant reinforcements to be involved in the planned campaign. As a result, a situation of fear and disturbance among the population in the region has been observed recently due to the promotions and news been listened.

As for the security and living conditions of Duma from Harasta- Arabsin –Madyara side is very bad and the people of these areas are still living in shelters or still being displaced and all their work and businesses are stopped.In parallel to the local market’s prices increments and the unemployment rate that has reached 70% of the population in Eastern Ghouta, the need for urgent assistance is significantly increasing among the population.

School classes have been suspended since the start of the bombing campaign on Al-Ghouta that was recorded with the return of some of the students to catch the academic year.

Prices in the Eastern Ghouta are still about ten times higher than the prices inside the city of Damascus.

Medical staff in Shafuniyeh town (C2334 in Map) in #Eastern_Ghouta (Rural Damascus) say 4 women, 6 children and 10 men (two from ambulance team) were brought to a field hospitals symptoms  (one child of them was killed by this attack) indicating Chlorine use (Chemical attack) by Syrian Regime Forces.

How do you know about Doctors in Syria?

Doctors in Eastern Ghouta are affected by war since it was beginning in Syria. They too face risk to their own lives, and the effects of working with constant fatigue and dealing with horrific injuries in field hospitals.

Doctors are working in to face situations where patients have overwhelming injuries. There is often limited access to medical resources to provide treatment. And the doctors themselves may be in danger.

Doctors can also tell us about their life but in Eastern Ghouta every person lives in Ghouta know about doctors life while doctors really don’t know about their health and families. For example, Ahmad Albukai is one of our medical staff in the field in Eastern Ghouta, He always till us about update from a field and also he works in humanitarian response and field hospital. He works some times in emergency department for along hours then he is working in operations department then he is going to another department to see patients in their rooms. When Doctor Ahmad finds a little time to do another works he goes to @alseeraj.syria office to be able for providing aids to people in Eastern Ghouta with our aids. Doctor Ahmad is not alone. He always works with a team for along time to help people there.

Doctors have a very important role in war: to heal those injured and harmed by war. The challenges of medicine are different from those in civilian practice and it is imperative to tell other doctors around the world how doctors is working in Eastern Ghouta to understand the unique ethical complexity they may face.

They are already angels and they are living among us to help people in need to survive in this world .
